Advancing Hearing Health for Every Filipino.

Advancing Hearing Health Through Excellence in Care, Research, and Education

Established in 2004 through Republic Act No. 9245, the Philippine National Ear Institute (PNEI) is the country’s leading institution dedicated to the prevention, diagnosis, and management of hearing and balance disorders. As a national institute under the University of the Philippines System, PNEI advances ear and hearing health through research, education, clinical service, and policy development.

PNEI traces its roots to the Ear Unit of the University of the Philippines–Philippine General Hospital (UP-PGH), established in the 1980s as a center for audiologic and otologic care, training, and research. Today, the UP-PGH Ear Unit remains the Institute’s clinical and operational hub.

Over the years, PNEI has grown into one of the Philippines’ most advanced audiological centers through strong local and international partnerships, government support, and continuous innovation. The Institute has played a key role in landmark initiatives, including research that contributed to the enactment of the Universal Newborn Hearing Screening Program (Republic Act No. 9709) and the establishment of the Master of Clinical Audiology Program.

Driven by a vision of accessible, high-quality ear and hearing healthcare for all.

VISION

The PNEI of the UP-NIH is the premier research institute on hearing and balance health, empowering the Filipino people to access knowledge, skills, and evidence-informed practices by 2028.
